Pursuant to the CleanEnergy DC Omnibus Amendment Act of 2018 (D.C. Law 22-257), effective March 22, 2019, the Commission is no longer able to process applications for facilities that are not within the PJM Interconnection region.

Please be advised that As Built Construction Drawings must  accompany each RPS application for solar energy systems.   ​

Please be advised that any person or entity seeking amendments to a certified solar energy system’s capacity and/or orientation shall be required to submit as-built construction drawings that include the tilt and azimuth measurements.  In addition, new solar generators must now have installed revenue-grade metering equipment and submit production estimates to GATS.  Certified solar energy systems seeking amendments to system capacity and/or orientation shall no longer be deemed approved upon the expiration of 15 business days after receipt of an amendment application or upon the expiration of 15 business days after a request for additional information is satisfied. The Commission will review an applicant’s request and issue a decision on the amendment application. Please refer to RM29-2021-01, Order No. 21134, rel. Pursuant to Commission Rule 2903.4(a), any renewable energy system which is certified by January 29, 2021 (as January 30 and 31 fall on Saturday and Sunday this year) can produce District compliance-eligible Renewable Energy Credits (RECs) and Solar RECs (SRECS) starting January 1, 2020.  Each year, the Commission receives an increased number of RPS certification applications in December and January as companies seek to get solar energy systems certified prior by the end of January.
