Request for Proposals: Equity Metrics for Utility Proposals


Working to develop and implement racial equity and energy burden metrics for utility benefits cost analysis in the District of Columbia.

Overview
The Public Service Commission of the District of Columbia (DCPSC) is seeking proposals from qualified consultants to develop and implement racial equity and energy burden metrics for a benefits cost analysis (BCA) model. This initiative supports the Commission’s mission to ensure utility services are safe, reliable, and equitable for all District residents while advancing climate policy and environmental goals.
 
Objectives
The selected consultant will:
  • Establish and facilitate an Equity Advisory Working Group consisting of diverse stakeholders including community representatives, advocacy groups, and experts in equity and public policy. The group’s mission is to provide guidance and feedback on metrics for evaluating racial equity and energy burden.
  • Develop metrics for the BCA model by creating and recommending metrics to assess how utility proposals impact racial equity and energy burden. This includes designing both qualitative and quantitative measures to evaluate outcomes for Black, indigenous, and other communities of color.
  • Advise on community engagement and accountability by providing tools and strategies to ensure that impacted communities are meaningfully engaged and that utility proposals are assessed for unintended consequences.
Qualifications
Consultants should have experience in racial equity work, benefit-cost analysis, and community engagement. They should be able to use data for baseline measurements and communicate effectively with diverse communities.
 
Economic Inclusion Requirements
The RFP includes a 35% subcontracting requirement for certified local, small, and disadvantaged businesses. Additionally, contractors must ensure that at least 51% of apprentices and trainees are District residents and comply with First Source Employment Agreement requirements.

Submission Details
Proposals in response to this RFP are due on AUGUST 14, 2024, no later than 4pm Eastern. The DCPSC may extend this deadline if necessary.
