Summary of March 7th Open Meeting

The Public Service Commission of the District of Columbia (Commission) approved four actions items before the Commission at its March 7th Open Meeting.

The matters include:

1. Formal Case No. 977, In the Matter of the Investigation into the Quality of Service of Washington Gas Light Company, District of Columbia Division, in the District of Columbia. This Order accepts Washington Gas Light Company’s (WGL) Natural Gas Quality of Service Standards Annual Report for Calendar Year 2017 and grants WGL’s Request for Waiver of Commission Rules §§ 3702.2, 3704.3 and 3704.8.

2. Formal Case No. 988, In the Matter of the Development of Universal Service Standards and the Universal Service Trust Fund for the District of Columbia. This Order and Notice of Final Tariff approves Verizon Washington, DC Inc.’s Application proposing its District of Columbia Universal Service Trust Fund 2018 surcharge. The 2018 surcharge tariff shall become effective upon publication of a Notice of Final Tariff in the D.C. Register. 
3. Formal Case No. 1017, In the Matter of the Development and Designation of Standard Offer Service in the District of Columbia. This Order approves the Potomac Electric Power Company’s (Pepco) revised proposed retail rates, including the administrative charges, for Standard Offer Service (SOS); grants Pepco’s Motion for Enlargement of Time to File 2018-2019 SOS Retail Rates; and accepts Pepco’s proposed retail rates, as well as Pepco’s revised proposed retail SOS rates filed, including administrative charges, into the record. Pepco shall file a revised tariff setting forth the new retail rates for SOS within seven calendar days of the date of this Order. The new rates shall become effective on June 1, 2018.

4. Formal Case No. 1150, In the Matter of the Application of Potomac Electric Power Company for Authority to Increase Existing Retail Rates and Charges for Electric Distribution Service and Formal Case No. 1151, In the Matter of the Impact of the Tax Cuts and Jobs Act of 2017 on the Existing Distribution Service Rates and Charges for Potomac Electric Power Company and Washington Gas Light Company. This Order grants the Motion for Abeyance filed by the Potomac Electric Power Company and its Motion to Waive the Issues List; grants the Motion for Leave to Respond to Order No. 19263 filed by the Office of the People’s Counsel and accepts its Response into the record of this proceeding. Response times to discovery requests are revised as set forth in this Order, and the procedural schedule attached to this Order is adopted in the event there is no settlement agreement.

5. Formal Case No. 1151 – Order regarding the Apartment and Office Building Association of Metropolitan Washington’s Application for Reconsideration or Clarification of Order No. 19247.
