Summary of March 13th Open Meeting

March 14, 2019

The Public Service Commission of the District of Columbia (Commission) approved 11 actions items before the Commission at its March 13, 2019 Open Meeting.

The matters include:

1. Formal Case No. 712, In the Matter of the Investigation into the Public Service Commission’s Rules of Practice and Procedure. This Order delegates authority to the Office of Technical and Regulatory Analysis to approve Renewable Energy Portfolio Standard applications.

2. Formal Case No. 950, In the Matter of the Investigation into the Payment Center Operations of Verizon Washington, DC Inc. This Order modifies the requirements regarding Verizon’s Authorized Payment Locations as described in this Order.

3. Formal Case No. 988, In the Matter of the Development of Universal Service Standards and the Universal Service Trust Fund for the District of Columbia. The first Order grants Verizon’s Request for DC Universal Service Trust Fund Funding Application for the Fourth Quarter of 2018.

4. Formal Case No. 988, In the Matter of the Development of Universal Service Standards and the Universal Service Trust Fund for the District of Columbia. The second Order approves Verizon’s Application proposing its District of Columbia Universal Service Trust Fund 2019 surcharge. The 2019 surcharge tariff shall become effective upon publication of a Notice of Final Tariff in the D.C. Register.

5. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs. The first Order reviews the Annual Report of the Utility Discount Program Education Working Group for Fiscal Year 2018 and grants the Motion to accept the report out of time.

6. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs. The second Order grants the DOEE’s Motion to Reprogram Consumer Education Program Plan Funds. 1325 G Street, N.W., Suite 800 Washington, D.C., 2005 202-626-5100 * dcpsc.org.

7. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs. The third Order approves DOEE’s Invoices for the First Quarter of Fiscal Year 2019.

8. PEPACR-2017-01 and PEPACR-2018-01, In the Matter of the Annual Consolidated Report of the Potomac Electric Power Company. This Order accepts Pepco’s 2017 and 2018 Annual Consolidated Reports.

9. RM40-2017-01, In the Matter of 15 DCMR Chapter 40 – District of Columbia Small Generator Interconnection Rules and Formal Case No. 1050, In the Matter of the Investigation of Implementation of Interconnection Standards in the District of Columbia. This Order approves Pepco’s amended Level 1 Interconnection Agreement Change Notice.

10.RPSR-2019-01, In the Matter of Electricity Supplier 2018 Compliance Report Form for the District of Columbia Renewable Energy Portfolio Standard. This Order adopts the Electricity Supplier 2018 Compliance Report Form for the District of Columbia Renewable Energy Portfolio Standard.

11.PEPEMMR2019-01, Potomac Electric Power Company’s Electric Market Monitoring Report. This Order grants Pepco’s Motion to Suspend and/or Modify the Annual Retail Electric Choice Report to the extent set forth in this Order.
