Summary of April 4th Open Meeting

The Public Service Commission of the District of Columbia (Commission) six action items before the Commission.

The matters include:

1. Formal Case No. 988, In the Matter of the Development of Universal Service Standards and the Universal Service Trust Fund for the District of Columbia. This Order grants Verizon Washington, DC Inc.’s (Verizon DC) Request for DC Universal Service Trust Fund (DC USTF) Funding Application for the Fourth Quarter of 2017 for the provision of Lifeline telephone service to low-income District of Columbia customers. The Commission directs the DC USTF Administrator to reimburse Verizon DC for the $13,999.26 requested by Verizon DC for the Fourth Quarter of 2017 within 15 days of the date of this Order.

2. Formal Case No. 988, In the Matter of the Development of Universal Service Standards and the Universal Service Trust Fund for the District of Columbia. This Order amends the calendar year 2018 budget for the District of Columbia Universal Service Trust Fund approved in Order No. 19162. By this Order the Commission increases the line item for the Consumer Education Program from $25,000 to $40,668.48. 

3. Formal Case No. 1017, In the Matter of the Development and Designation of Standard Offer Service in the District of Columbia. This Notice of Final Tariff approves the Potomac Electric Power Company’s tariff amendment that updates the Company’s Rate Schedules for Electric Service in the District of Columbia. This tariff amendment will become effective upon publication of this Notice of Final Tariff in the D.C. Register and shall be reflected in the billing cycle beginning May 1, 2018.

4. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs. This Order approves the District Department of Energy and Environment’s (DOEE) Invoices for the First Quarter of Fiscal Year 2018 for the payment of Utility Discount Program administrative expenses. The District of Columbia Universal Service Trust Fund is directed to pay $1,872.50; Potomac Electric Power Company is directed to pay $26,412.45; Washington Gas Light Company is directed to pay $26,412.45; and DC Water is directed to pay $26,471.14 to DOEE within 15 days of the date of this Order.

5. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs. This Order reviews the Annual Report of the Utility Discount Program Education Working Group (UDPE WG) for Fiscal Year 2017 filed by the Department of Energy and Environment. The Commission also grants the UDPE WG’s Motion to Accept its 2017 Annual Report Out of Time.

6. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs. This reviews the Response of the Department of Energy and Environment (DOEE) to Order No. 19092. The Commission approves the Utility Discount Program Education Working Group’s (UDPE WG) Non-unanimous Proposed FY 2018 Utility Discount Program (UDP) administrative budget. The Commission sets the FY 2018 UDP administrative budget at $528,341.58 and adds $40,668.48 to the Consumer Education Program (CEP) budget. 2 The Commission directs DOEE to continue its monthly reports and to continue to provide the UDPE WG with a proposed UDP administrative budget and CEP budget for the next fiscal year by June 30, 2018. The Commission also grants DOEE’s Motion to File its Response to Order No. 19092 Out of Time. The Commission directs its staff to work with DOEE on developing an agreement for FY 2019 that will specifically identify the services that DOEE will provide for UDP and CEP administration as well as the costs for these services.
