In Order No. 22328, the Commission expressed concern about the accuracy of the Potomac Electric Power Company’s (“Pepco”) billing determinants and the cross-subsidization within rate classes and directed that the BSAWG be reconvene “to discuss whether there should be additional modifications to the BSA, including a discussion of the demand component adoption.” The Commission also directed a Working Group report containing recommended BSA improvements be filed with the Commission by September 30, 2025.
