The Commission will seek to engage an independent consultant(s) to advise on revenue requirements analysis, cost of capital, analysis of operational and capital expenditures plans involving engineering expertise, rate design, class revenue allocation, class cost of service analysis, and other facets. The prior electric rate case adjudicated resulted in the approval of a multi-year plan (MRP) with performance incentive mechanisms (PIMs). The projected period of engagement is 12 -15 months.
This requirement will have a 35% Certified Business Enterprise (“CBE”) subcontracting requirement.

The Commission will seek to engage an independent consultant for Formal Case No. 1017 to advise on the potential expansion of the pilot long-term power purchase agreement (PPA) project for SOS. The Commission recently approved a 15-year renewable energy bundled-price PPA for 5% of the SOS load (Pepco is the SOS provider). The projected engagement is 12-18 months.
This requirement will have a 35% Certified Business Enterprise (“CBE”) subcontracting requirement.

Consutant to Assist in the Determination of an Optimized Deployment of Advanced Inverter Equipment Within DER Projects in DC |
The Commission will seek to engage an independent consultant to assist in the determination of an optimized deployment of innovative advanced inverter equipment within distributed energy resources (DER) in DC. The consultant will assist in determining optimized equipment settings to capture the best combination of DER output and value, while preserving grid reliability, power quality, and safety.

Consultant to Assist in a Random Inspection Program for Renewable Portfolio Standards (RPS) Projects in DC |
The Commission will seek to engage a contractor to perform an inspection of a random sampling of RPS projects in the District to ensure the capacity and production of such systems are consistent with the tilt and azimuth settings as certified by the Commission.
