
Ted Trabue was appointed to the Public Service Commission of the District of Columbia by Mayor Muriel Bowser and was confirmed by the Council of D.C. on December 20, 2022, and appointed as Interim Chairman on August 18, 2026.
As a Commissioner, Chairman Trabue has served the public interest by ensuring that financially viable utility companies provide safe, reliable, and high-quality utility services at fair and reasonable rates, while enacting net-zero carbon emissions goals. Throughout his tenure, he has strongly supported clean energy initiatives. He also serves as the District’s representative on the OPSI Board. OPSI is an intergovernmental organization comprising the utility regulatory agencies of the 14 jurisdictions comprising the PJM service territory. The OPSI Board provides regional coordination and policy leadership on issues affecting the PJM wholesale electricity market and transmission system.
Chairman Trabue previously served as the Managing Director of the District of Columbia Sustainable Energy Utility (DCSEU) from 2011 to 2022. As the Managing Director of the DCSEU, Trabue directed a staff of over 50 professionals in the creation and implementation of the city’s energy-efficiency, renewable-energy, and electrification programs, growing the budget from $15 million to over $62 million annually. Prior to that, he was the Vice President for District of Columbia Affairs at Pepco, worked at the Greater Washington Board of Trade as Staff Director for Critical Issues for D.C. and Maryland, and served as Chief of Staff for former Council of D.C. Chairman Linda Cropp.
Chairman Trabue served on the District of Columbia State Board of Education for more than five years, including as President from 2010 to 2012. As President of the Board, Trabue shepherded in the District of Columbia’s first Common Core state standards in Math and English.
Chairman Trabue is a fourth-generation Washingtonian and, like his mother and grandmother, he attended District of Columbia Public Schools. He received a degree in Economics from Dartmouth College and holds a law degree from Howard University School of Law.
