Current status: Modified District SAFE Plan
Following the rejection of PROJECTpipes Phase 3, WGL filed a restructured plan, the District Strategic Accelerated Facilities Enhancement (District SAFE) Plan, in Formal Case No. 1179 in September 2024. After reviewing public comments and expert testimony, the Commission made several modifications to WGL's proposal and approved the Modified District SAFE Plan on March 4, 2026, to balance immediate safety concerns while minimizing the risk of stranded assets in alignment with the District's climate goals.
The DCPSC held a virtual technical conference on April 28, 2026, where WGL presented the results of its JANA model and the proposed Year 1 Annual Project List. Per a request from the Office of the People's Counsel, the District of Columbia Government, and the Sierra Club, the Commission agreed to reconsider its recent approval of the Plan.
The DCPSC also temporarily paused the rollout of the District SAFE Plan, which was originally scheduled to begin on July 1, 2026. This pause ensures the Commission has enough time to carefully review the unresolved concerns raised by the parties involved and hold an evidentiary hearing, if necessary.
