Office of Technical and Regulatory Analysis FC1017 Independent Monitor for PEPCO's Evaluation of Proposals for Standard Offer Service The District of Columbia Public Service Commission ("Commission") is seeking a consultant to serve as an Independent Monitor (IM) during Pepco’s evaluation of proposals for the provision of five (5) percent of the Standard Offer Service (SOS) electricity demand in the District of Columbia through a separate competitively solicited renewable Power Purchase Agreement (PPA).   SOS is the provision of electric supply service offered to customers by Pepco who do not otherwise receive electric supply service from a competitive electric supplier.

This requirement will have a 35% Certified Business Enterprise (“CBE”) subcontracting requirement.

Office of Technical and Regulatory Analysis FC1130 Virtual Power Plant or Distributed Energy Resource Management System The District of Columbia Public Service Commission ("Commission") is seeking proposals for developing a pilot VPP or DERMS that will demonstrate the grid interactivity and interoperability of buildings and DER, and their ability to act as grid resources. Office of Chairman Emile C. Thompson GD-2019 Consultant for Equity Advisory
The District of Columbia Public Service Commission (“Commission”) is seeking a consultant to facilitate an equity advisory working group and advise the Staff of the Commission on racial equity and energy burden, and environmental justice metrics. These metrics will be incorporated into a Benefit Cost Analysis (BCA) model to be used by the Commission to measure impacts of utility proposals on the District resident and evaluate gas and electric distribution utility-related initiatives.

Office of Technical and Regulatory Analysis TBD Consutant to Assist in the Determination of an Optimized Deployment of Advanced Inverter Equipment Within DER Projects in DC
The Commission will seek to engage an independent consultant to assist in the determination of an optimized deployment of innovative advanced inverter equipment within distributed energy resources (DER) in DC.  The consultant will assist in determining optimized equipment settings to capture the best combination of DER output and value, while preserving grid reliability, power quality, and safety.

This requirement will have a 35% Certified Business Enterprise (“CBE”) subcontracting requirement.

Office of Technical and Regulatory Analysis TBD Consultant to Assist in a Random Inspection Program for Renewable Portfolio Standards (RPS) Projects in DC
The Commission will seek to engage a contractor to perform an inspection of a random sampling of RPS projects in the District to ensure the capacity and production of such systems are consistent with the tilt and azimuth settings as certified by the Commission.

This requirement will have a 35% Certified Business Enterprise (“CBE”) subcontracting requirement.
