Summary of May 5th Open Meeting

The Public Service Commission of the District of Columbia approved two Formal Case action items at its May 5, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 1142, In the Matter of the Merger of AltaGas Ltd. and WGL Holdings, Inc. — This Order directs Washington Gas Light Company to provide additional information regarding its Response to Order No. 20371, which supplemented its Root Cause Analysis filed in this proceeding, within 30 days of the date of this Order.

2. WGPOR-2021-01, In the Matter of the Investigation into the Establishment of a Purchase of Receivables Program for Natural Gas Suppliers and Their Customers in the District of Columbia — This Order approves Washington Gas Light Company’s request to revise the discount rate and reconciliation factor components of its Purchase of Receivables program.

The Public Service Commission of the District of Columbia approved one Formal Case action item at its April 21, 2021, Open Meeting:

Formal Case Action:

1. Formal Case No. 1154, In the Matter of Washington Gas Light Company’s Application for Approval of PROJECTpipes 2 Plan — This Order grants in part, the Joint Movants’ request to institute a technical conference and establish a procedural schedule.

The Commission’s action on formal case matters was followed by Pepco’s “State of the Company” presentation.

The Public Service Commission of the District of Columbia approved one Formal Case action item at its April 7, 2021, Open Meeting:

1. Formal Case No. 1130, In the Matter of the Investigation into Modernizing the Energy Delivery System for Increased Sustainability — This Order addresses the remaining recommendations contained in the PowerPath Final Working Group Report and Order No. 19984.
 

Summary of March 31st Open Meeting

The Public Service Commission of the District of Columbia approved two Formal Case action items at its March 31, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 1155, In the Matter of the Application of the Potomac Electric Company for Approval of its Transportation Electrification Program — This Notice of Final Tariff approves Pepco’s update to its Plug-in Vehicle – Green Rider which will become effective upon publication in the D.C. Register.

2. Formal Case No. 977, In the Matter of the Investigation into the Quality of Service of Washington Gas Light Company, District of Columbia Division, in the District of Columbia — This Order, among other things, accepts WGL’s Customer Engagement Plan as filed.

Summary of March 17th Open Meeting

The Public Service Commission of the District of Columbia approved two Formal Case action items at its March 17, 2021, Open Meeting

Formal Case Actions:

1. Formal Case No. 1017, In the Matter of the Development and Designation of Standard Offer Service in the District of Columbia — This Order approves Pepco’s revised proposed SOS retail rates and directs Pepco to file a revised tariff setting forth the new rates within seven (7) calendar days of the date of this Order.

2. RM41-2020-02, In the Matter of 15 DCMR Chapter 41-District of Columbia Standard Offer Service Rules. — This Order adopts amendments to Chapter 41, District of Columbia Standard Offer Service Rules, which will become effective upon publication of a Notice of Final Rulemaking in the D.C. Register.

1. Formal Case No. EA2017-04, In the Matter of the Application of Yardi Systems, Inc., for the Return of Its Integrity Bond and Waiver of Future Bond Submission — This Order denies the request of Yardi Systems, Inc. for the return of its integrity bond and waiver of future submission.

2. WGIA2021-01, In the Matter of Washington Gas Light Company’s Request for Approval of Independent Accountant — This Order grants Washington Gas Light Company’s request for approval of an independent accountant.
 

Summary of March 3rd Open Meeting

The Public Service Commission of the District of Columbia approved one Formal Case action item at its March 3, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 1164, In the Matter of an Inquiry into the Impacts of the COVID-19 Pandemic on District Utilities and Consumers — This Order among other things, amends Section 311.3 of Title 15 of the District of Columbia Municipal Regulations on an emergency basis, requiring utilities to provide at least 45 days’ notice before disconnecting residential service after the public health emergency is lifted. The Commission also requires utilities to provide Deferred Payment Agreements of at least 12 months to eligible residential customers after the public health emergency ends, and a report within 60 days describing the impact. The Commission directs the Washington Gas Light Company (“WGL”) to submit a proposal and implementation plan for an Arrearage Management Program in a filing within 45 days from the date of this Order.

Additionally, the Commission directs that the income threshold for participation in the electric and gas utility discount programs be increased temporarily from 60% to 75% of the state median income level and requires the Potomac Electric Power Company and WGL to file a report within 90 days from the date of this Order describing the impact of the increased threshold. 
 

Summary of February 24th Open Meeting

The Public Service Commission of the District of Columbia approved one Formal Case action item at its February 24, 2021, Open Meeting:

Formal Case Action:

1. Formal Case No. 1162, In the Matter of the Application of Washington Gas Light Company for Authority to Increase Existing Rates and Charges for Gas Service — This Order grants the Joint Motion for Approval of Non-Unanimous Settlement Agreement regarding Washington Gas Light Company’s (“WGL”) rate increase application. The Commission thanks the parties for their efforts in bringing this Settlement Agreement to the Commission, including increasing the low-income discount program to cover 100% of the distribution charge for eligible customers through the winter heating season. This change is especially helpful during the COVID-19 pandemic. WGL shall file its compliance tariffs within 14 days of the date of this Order. The new rates will become effective 12:00 a.m. April 1, 2021.

Register.

2. Formal Case No. 1154, In the Matter of Washington Gas Light Company’s Application for Approval of PROJECTpipes 2 Plan — This Order clarifies Order No. 20671 as set forth in the Order.

3. RM5-2020-02, Fuel Adjustment Clause Audit and Review Program — This Notice of Final Rulemaking adopts amendments to Chapter 5, Fuel Adjustment Clause Audit and Review Program, and shall become effective upon publication in the D.C. Register..
