Summary of September 29th Open Meeting

The Public Service Commission of the District of Columbia approved one Formal Case action item at its eptember 29, 2021, Open Meeting:

Formal Case Action:

1. RM29-2021-02, In The Matter of 15 DCMR Chapter 29 – Renewable Energy Portfolio Standard – ThisOrder and Notice of Emergency Rulemaking adopts certain revisions to Subsection 2902.12 of Chapter 29, Renewable Energy Portfolio Standard of Title 15 of the District of Columbia Municipal Regulations to temporarily waive the "deemed approval" provision of the Rules. Additionally, applicants seeking such amendments shall now be required to submit as-built construction drawings.
 

Summary of September 8th Open Meeting

The Public Service Commission of the District of Columbia approved six Formal Case action items at its September 8, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 1017, In the Matter of the Development and Designation of Standard Offer Service in the District of Columbia — This Order adopts the SOS Working Group’s proposed Wholesale Full Requirements Service Agreement and Request for Proposals for the 2021 to 2022 SOS Solicitation.


2. Formal Case No. 1125, In the Matter of the Promotion of the Utility Discount Programs — This Order approves in part and modifies in part the Utility Discount Program Education Working Group’s Consumer Education Program Plan for Fiscal Year 2021 as described in this Order.

3. Formal Case No. 1130, In the Matter of the Investigation into Modernizing the Energy Delivery System for Increased Sustainability — This Order among other things, directs the Customer Impact Working Group to file a report finalizing its recommendations regarding the development of the Connect My Data platform within 90 days of the date of this Order.
 
4. The Next Matter also in Formal Case No. 1130 — This Order authorizes and directs Pepco to release $58,037.50 from the MEDSIS Pilot Project Fund Subaccount to Synapse Energy Economics, Inc., within 15 days from the date of this Order.

5. Formal Case No. 1155, In the Matter of the Application of the Potomac Electric Power Company for Approval of its Transportation Electrification Program — This Notice of Final Tariff (“Notice”) approves Pepco’s update to its existing Rider PIV-Green tariff effective upon publication of this Notice in the D.C. Register.

6. Formal Case No. 1164, In the Matter of an Inquiry into the Impacts of the COVID-19 Pandemic on District Utilities and Consumers — This Notice of Final Tariff (“Notice”) approves WGL’s RES tariff effective upon publication of this Notice in the D.C. Register.

The Public Service Commission of the District of Columbia approved three Formal Case action items at its August 4, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 1142, In the Matter of the Merger of AltaGas Ltd. and WGL Holdings, Inc — This Order finds that AltaGas, Ltd. has achieved an aggregate cybersecurity capability maturity prescribed by Term No. 59 of the Formal Case No. 1142 Settlement Agreement for its business networks.

2. Formal Case No. 1164, In the Matter of an Inquiry into the Impacts of the COVID-19 Pandemic on District Utilities and Consumers — This Order among other things, approves Washington Gas Light Company’s proposal for an Arrearage Management Program.

3. RM40-2020-01, In the Matter of 15 DCMR Chapter 40 — District of Columbia Small Generator Interconnection Rules. This Order and Notice of Final Rulemaking (“NOFR”) adopts amendments to Chapter 40 of Title 15-DCMR, District of Columbia Small Generator Interconnection Rules effective upon publication of the NOFR in the D.C. Register.

The Public Service Commission of the District of Columbia approved three Formal Case action items at its July 28, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 874, In the Matter of the Gas Acquisition Strategies of the District of Columbia Natural Gas, a Division of the Washington Gas Light Company — This Order accepts Washington Gas Light Company’s 2020 Biennial Gas Procurement Report.

2. Formal Case No. 977, In the Matter of the Investigation into the Quality of Service of Washington Gas Light Company, District of Columbia Division, in the District of Columbia — This Order accepts Washington Gas Light Company’s 2020 Natural Gas Quality of Service Standards Annual Report.

3. ASMT 2021, Assessments for Fiscal Year 2021 — These Orders assess public utility companies, competitive local exchange carriers, natural gas suppliers, and electric supply providers for their percentages of the Commission’s and the Office of the People’s Counsel’s Fiscal Year 2021 appropriated budget.

Formal Case Actions:
 
1. Formal Case No. 1148, In the Matter of the Investigation into the Establishment of Energy Efficiency and Energy Conservation Programs Targeted Towards Both Affordable Multifamily Units and Master Metered Multifamily Buildings Which Include Low- and Limited-Income Residents in the District of Columbia — This order among other things grants Pepco’s (“Company”) Motion to change the reimbursement process to recover the Company’s incremental administrative costs.

2. PEPPOR-2021-01, Purchase of Receivables — This Notice of Final Tariff approves Pepco’s revised
Purchase of Receivables (“POR”) reflecting the POR discount rates for 2021.

The Public Service Commission of the District of Columbia approved two Formal Case action items at its June 23, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 977, Formal Case No. 1154, and OPC2021-01-G, Office of the People’s Counsel for the District of Columbia’s Petition for Investigation into Washington Gas Light Company’s System Leak Reduction Practices & Transparency — This order holds in abeyance OPC’s Petition for an Investigation into WGL’s Gas Leaks and directs WGL to hold technical conferences consistent with this Order.
 
2. Formal Case No. 1156, In the Matter of the Application of the Potomac Electric Power Company for Authority to Implement a Multiyear Rate Plan for Electric Distribution Service in the District of Columbia — This order grants Pepco’s Motion for Enlargement of Time to Submit its Compliance Filing until June 24, 2021; grants AOBA/OPC’s motion for parties to file comments on Pepco’s compliance filing until July 8, 2021, but the rates authorized by Order No. 20755 shall remain and become effective at 12:01 a.m. on July 1, 2021.

Formal Case Actions:

1. Formal Case No. 1159, In the Matter of Applications for Approval of Biennial Underground Infrastructure Improvement Projects Plans and Financing Order — This Order grants Pepco’s Motion to establish September 30 as the filing data for both the DC PLUG Biennial Plan Application and the Biennial Report.

2. PEPRADR2021-01, In the Matter of Potomac Electric Power Company’s Residential Aid Discount Compliance Reports and Filings — This Notice of Final Tariff (“NOFT”) approves Pepco’s Residential Aid Discount Surcharge Update effective upon publication of the NOFT in the D.C. Register.

The Public Service Commission of the District of Columbia approved two Formal Case action items at its June 4, 2021, Open Meeting:

Fromal Case Actions:

1. Formal Case No. 1142, In the Matter of the Merger of AltaGas Ltd. and WGL Holdings, Inc. and Formal Case No. 1167, In the Matter of the Implementation of Electric and Natural Gas Climate Change Proposals — This Order, among other things, establishes the next steps in this proceeding and directs Pepco and Washington Gas to file a proposed timeline for filing proposals that seek to implement the Climate Change Commitment and the Climate Business Plan within 60 days of the date of this Order.

2. Formal Case No. 1156, In the Matter of the Application of Potomac Electric Power Company (“Pepco”) for Authority to Implement a Multiyear Rate Plan for Electric Distribution Service in the District of Columbia.

 

Summary of May 26th Open Meeting

The Public Service Commission of the District of Columbia approved two Formal Case action items at its May 26, 2021, Open Meeting:

Formal Case Actions:

1. Formal Case No. 1164, In the Matter of an Inquiry into the Impacts of COVID-19 Pandemic on District Utilities and Consumers — This Order among other things, amends Order No. 20707 to increase the income eligibility threshold for customer participation in current utility discount programs.

2. RM5-2021-02, In the Matter of 15 DCMR Chapter 29-Renewable Energy Portfolio Standard — This Notice of Final Rulemaking approves amendments to Chapter 5, Fuel Adjustment Clause Audit and Review Program, which will become effective upon publication in the D.C. Register.
