The Public Service Commission of the District of Columbia approved two action items at its June 10, 2020 Open Meeting. The matters include:

Formal Case Actions:

1. Formal Case No. 990, the Order regarding Verizon Washington, D.C. Inc.’s Motion for Waiver. Order No. 20365, granted Verizon Washington, D.C.’s motion for waiver of the out-of-service clearing time metrics for business and residential customers for December 2019.

2. Formal Case No. 1156, the Order regarding the Apartment and Office Building Association of Metropolitan Washington’s Motion to Strike. Order No. 20366, denied the Apartment and Office Building Association of Metropolitan Washington's Motion to Strike portions of the April 8, 2020 rebuttal testimony of the Potomac Electricity Power Company (“Pepco”) witness.

The Public Service Commission of the District of Columbia approved three action items at its June 3, 2020 Open Meeting. The matters include:

Formal Case Actions:

1. Formal Case No. 1130, the Order Investigation into Modernizing the Energy Delivery System for Increased Sustainability. Order No. 20364, (1) directed Commission Staff to initiate a Notice of Inquiry by August 4, 2020, to address ownership of energy storage devices and other DERs by setting out the recommendations from the Final WG report, (2) directed the Potomac Electric Power Company (Pepco) to review DIAAWG Recommendation 5.1.6 and thereafter update its website to facilitate data availability, consistent with this Recommendation, (3) directed Washington Gas Light Company (WGL) to work with interested parties to establish a process whereby an approved customer, builder or developer will be able to obtain required system-level data that meets their requirements within an agreed-upon number of days from their initial request; and (a) WGL shall file its proposed process/plan for Commission approval, and (4) directed Commission Staff, to lead educational workshops to inform stakeholders and solicit their input on IEEE updates and any other applicable industry advancements.

2. Formal Case No. 1162, the Order regarding the Office of the People’s Counsel for the District of Columbia’s Motion to Compel filed March 25, 2020. Order No. 20362, granted in part and denies in part the Office of the People’s Counsel for the District of Columbia’s Motion to Compel filed March 25, 2020.

1. Formal Case No. 1142, the Order regarding Sierra Club’s Application for Reconsideration. Order No. 20342, denied the application for reconsideration of denial of Sierra Club’s petition to Intervene out-of-time and request for expedited consideration.

2. Formal Case No. 1159, the Order regarding Pepco’s DC PLUG Annual Underground Project Charges. Order No. 20343, approved Pepco’s Application for adjustments to set the underground project charges.

3. RM40-2020-01 and Formal Case No. 1050, the Order regarding Pepco’s Motion for Enlargement of Time. Order, No. 20344, granted the Potomac Electric Power Company’s motion for enlargement of time to file comments to the notice of proposed rulemaking for Chapter 40 of Title 15 of the District of Columbia Municipal Regulations.

Order No. 20340, granted the Potomac Electric Power Company authority to implement a multiyear rate plan for electric distribution service in the District of Columbia.

1. Formal Case No. 1159, the Order regarding the Request of the Potomac Electric Company Approval of a Schedule Applying the True-Up Mechanism to the Underground Rider. Order No. 20285, approved the Joint Application of the Potomac Electric Power Company and District of Columbia Department of Transportation for Approval of the Second Biennial Underground Infrastructure Improvement Projects Plan and Financing Order.


2. Formal Case No. 1162, the Order regarding the Application of Washington Gas Light Company for Authority to Increase Existing Rates and Charges for Gas Service. Order No. 20325, granted the petition to intervene out of time of the Baltimore Washington Construction and Public Employees Laborer’s District Council.

2. Formal Case No. 1144, the Order regarding the Potomac Electric Power Company’s Proposed Formats for the Quarterly and Annual Reports. 3. Formal Case Nos. 1115, 1142, and 1154, the Order regarding the Procedural Schedule Proposed by the Office of the People’s Counsel/Intervenors. Order No. 20333, adopted the procedural schedule proposed by the Office of the People’s Counsel for the District of Columbia (“OPC”) and intervenors for considering Washington Gas Light Company’s PROJECT pipes 2 plan.

4. RM9-2020-01, the Order and Notice regarding the Amendments to Chapter 9, “Net Energy Metering” , of Title 15 of the District of Columbia Municipal Regulations. Order No. 20334, adopted the rule amendment in Chapter 9 of Title 15 of the District of Columbia Municipal Regulations.

5. Electric Tariff 00-2, Notice regarding the Potomac Electric Power Company’s Updated Rider Public Space Occupancy Surcharge. Order No. 17518, approved Pepco’s public space occupancy surcharge rider.
 

Summary of April 15th Open Meeting

The Public Service Commission of the District of Columbia approved two action items at its April 15, 2020 Open Meeting.

The matters include:

1. RM23-2020-01, RM46-2020-01 and RM47-2020-01, the Notice regarding Emergency Amendments to 15 DCMR – Chapters 23, 46, and 47. The notice of emergency rulemaking referenced amendments to Chapters 23 (Natural Gas), 46 (Licensure of Electricity Suppliers), and 47 (Licensure of Natural Gas Suppliers) of Title 15 (Public Utilities and Cable Television) of the District of Columbia Municipal Regulations (DCMR).

2. GD2020-01, In the Matter of the Establishment of Regulatory Assets for Covid-19 Related Incremental Costs. Order 20329, authorizes the Potomac Electric Power Company (“Pepco”) and Washington Gas Light Company (“WGL”) to create a regulatory asset account to record the incremental costs related to COVID-19.
 

Summary of April 8th Open-Closed Meeting

The Public Service Commission of the District of Columbia approved five action items at its April 8, 2020 Open Meeting.

The matters include:

1. Formal Case No. 900, the Order regarding Verizon Washington DC Inc.’s Motion for Waiver of the Out-of-Service Clearing Time Metrics. Order No. 20324, directed Verizon Washington, DC Inc. to respond to questions in paragraph 9. by May 11, 2020.

2. Formal Case No. 1017, the Order regarding the Development and Designation of Standard Offer Service in the District of Columbia. Order No. 20327 adopted the 95/5 Model of cost recovery for the pilot program to procure renewable energy through a long-term power purchase agreement for a target quantity of five (5) percent of the Standard Offer Service load; and established the margin that the Standard Offer Service Administrator will receive as the counterparty to the long-term renewable energy power purchase agreement.

3. Formal Case No. 1156, the Order regarding the District of Columbia Government’s Motion to Compel. Order No. 20328, granted the DC government’s motion to compel Pepco to comply with data request.

4. Formal Case No. 1162, the Order regarding the Baltimore Washington Construction and Public Employees Laborers’ District Council’s Petition to Intervene Out of Time. Order No. 20325, granted the Petition to Intervene Out of Time of the Baltimore Washington Construction and Public Employees Laborers’ District Council.
